Update environment variables in values.yaml and enhance predictions_batch function in orchestrator_functions.py

- Changed GITHUB_BRANCH to reflect the new task for adjusting laborious processes to capture timestamps from MLflow.
- Added a new filter configuration for handling empty data in the predictions_batch function to improve error management.
