Update values.yaml to add metrics service configuration

- Introduced a new 'metrics' service with ClusterIP type, port 9090, and targetPort 9090.
- Updated the serviceMonitor port to reference the new 'metrics' service.
- Changed HTTP_SERVER_PORT environment variable value to 9090 to align with the new metrics service.
