SIENTIAPDE-2068: feat(cicd): migrate scouter-worker deploy to Flow B
- Delete release.yml (tarball-only, no deploy job).
- Add deploy.yml calling reusable-deploy-dataops.yml — mirror to Gitea,
dual-bump GITHUB_BRANCH (development + chart-ref label branch), helmfile
deploy. workflow_dispatch has no inputs: uses the picked branch as-is.
- Add require-chart-ref-label.yml (branch-protection check, wired separately).
