Update requirements and refactor Ingestor class for MongoDB integration - Updated sientia-dataops-library dependency version to 1.3.0 in requirements.txt. - Refactored Ingestor class to use CoreNotificationHandler and added MongoDB connection parameters to improve configuration management.
