SIENTIAPDE-2226: Point quality-gate workflow back to main templates

- Switch the shared python-quality-gate workflow reference from the
  feature/SIENTIAPDE-2226 branch to @main now that the template changes
  (runtime check) are merged, so the gate doesn't depend on a temporary
  branch.
