Pin sqlalchemy below 2.1 in requirements files

- SQLAlchemy 2.1 switches the default Postgres driver to psycopg v3, which breaks sientia_do against the installed psycopg2-binary. - Pin sqlalchemy<2.1 in requirements.txt, requirements-light.txt and requirements-local.txt until the driver migration is done.
